The gap between capacity and access
The bullish export case leads with how much Thailand can grow. But capacity does not equal market access. Regulated medical markets admit only certified product, and without that certification, the volume Thailand can produce cannot legally enter. The claims conflate what could be grown with what can legally be sold abroad, which are very different numbers.
The certification reality
For the European market, EU-GMP is the gate, and Thailand holds effectively no cannabis finished-product EU-GMP certification. Other regulated markets have their own demanding standards. The practical effect is that legal export volumes are a small fraction of what the capacity-based claims imply. The certification count, not the cultivation figure, is the honest starting point.

Some legal export exists at modest scale, and separate from that sits an illegal smuggling flow that is real but obviously not a legitimate business.
