Is It Legal to Grow Cannabis in Thailand?
Growing cannabis in Thailand is legal only with the proper cultivation license and certification. Licensed, certified cultivation that supplies the legal medical market is permitted. Unlicensed growing is illegal, and increasingly the certification standard, not just the license, decides who can legally supply dispensaries. Casual home growing that was tolerated during the open period no longer sits safely within the rules.
Licensed cultivation
Legal cultivation requires the appropriate license and, to supply the legal channel, adherence to certified growing standards. The key standard is GACP, good agricultural and collection practice, which certified farms must meet to supply licensed dispensaries within the medical framework. Growing without a license, or supplying the legal market without certification, is not compliant.
Why certification now matters more
As the framework tightened, certification became a gatekeeper. A grower who is not GACP-certified is effectively locked out of legally supplying the medical channel, regardless of the quality of their product. This has reshaped the supply side, separating certified growers who can access the legal market from a large uncertified base that cannot, at least not legally.
The foreign-participation limit
For foreigners, cultivation carries the same ownership constraints as the rest of the licensed core, and some processing activities such as extract production are barred outright. A foreigner interested in the cultivation side must structure within the cap and understand which activities are open. The certification and licensing requirements apply regardless of who owns the business.
